A BILL to amend article one, chapter twenty of the code of West
Virginia, one thousand nine hundred thirty-one, as amended,
by adding thereto a new section, designated section seven-a,
relating to natural resources; organization and
administration; authorizing the director to contract with
third parties for construction and operation of lodge
facilities at Chief Logan state park, Beach Fork state park
and Stonewall Jackson lake; limiting the term of the
contracts; and allowing the joint committee on government
and finance to allow longer time periods.
Be it enacted by the Legislature of West Virginia:
That article one, chapter twenty of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
seven-a, to read as follows:
ARTICLE 1. ORGANIZATION AND ADMINISTRATION.
§20-1-7a. Authority to enter into contracts with third parties to construct lodge facilities.
In addition to all other powers and authority vested in
the director, he or she is hereby authorized and empowered to
enter into contracts with third parties for the construction
and operation of lodge facilities at Chief Logan state park,
Beach Fork state park and Stonewall Jackson lake: Provided,
That the term of the contracts may not exceed a period of
twenty-five years, at which time the full title to the lodge
facilities vest in the state: Provided, however,That the joint
committee on government and finance may agree to allow the
director to enter into contracts for longer periods of time.
